provided for Civil Aviation should be combined a
permanent hangar for the Royal Air Force machines, the
Colony and the Air Ministry sharing the cost equally.

aviation in South China at the earliest possible
opportunity and I would accordingly request that I may
be informed by telegraph of the lowest tenders received by the Crown Agents for the full and half shed
respectively.

4. The site on which it is proposed to erect this
hangar is that mentioned on page 3 of the Report by
Mr. Dawson which formed Enclosure No.1 to Mr. Southorn's
Secret despatch of 2nd of November, 1928, namely the
northern of the two seaplane sheds shown on the plan
H.K.I.
The cost of constructing this hangar is
estimated at £12,000 for the half, and £22,000 for the
full size. The cost of foundations is not included in
these figures, as it is impossible to estimate until
particulars of the shed are received I propose that this
expenditure, so far as it falls on the Colony, shall be
paid in the first instance by an advance from surplus
balances.
Later when a further loan is raised for the
extension of the water supply and other public works, this
advance should be refunded from that source.
